Julian Assange's (Wikileaks) legal issues in Sweden?

The developments in the legal trial against the journalist Julian Assange seem fairly odd to me. I know it's a bit of a non-sequitur to care about this particular international controversy when the US is such an abysmally deranged place. Yet I do not understand why an international arrest request would be issued without official charges in Swedish courts.

Anyone across the pond familiar with all of this?

(Julian Assange is the person behind WikiLeaks, the site upsets Governments frequently by posting unclassified and classified documents frequently.)
